Budget Digest Reports analize those items added to the State Budget which can be considered "pet projects" funding.  The Fiscal Year for West Virginia state government operations begins July 1 and ends June 30.  For more information regarding the Budget of the State of West Virginia please follow this link to visit the Budget Office Website.

The reports are available for a four year period beginning with Fiscal 1999 Budget.  These Reports contain:  the County Name, County population, the total (dollars) of all projects awarded in the Budget Digest to programs located within that county and the per capita expenditure for that county.  Although we strive for accuracy, at times it has been difficult to determine a county location for some projects so these are listed as "unknown". 

This information is presented in three formats:

--First by alphabetical listing in ascending order by County Name from Barbour to Wyoming.

-----Alphabetical County Listing Fiscal Year 1998-1999:  July 1, 1998 to June 30, 1999

-----Alphabetical County Listing Fiscal Year 1999-2000:  July 1, 1999 to June 30, 2000

-----Alphabetical County Listing Fiscal Year 2000-2001:  July 1 2000 to June 30, 2001

-----Alphabetical County Listing Fiscal Year 2001-2002:  July 1 2001 to June 30, 2002

--Secondly, by the Dollar amount awarded to the County in Descending order, with the the counties receiving the MOST money listed first.  Please note that the total dollar amount does not equate to a HIGH Per Capita rate.

-----Descending Dollar Amount Fiscal Year 1998-1999:  July 1, 1998 to June 30, 1999

-----Descending Dollar Amount Fiscal Year 1999-2000:  July 1 ,1999 to June 30, 2000

-----Descending Dollar Amount Fiscal Year 2000-2001:  July 1 , 2000 to June 30, 2001

-----Descending Dollar Amount Fiscal Year 2001-2002:  July 1, 2001 to June 30, 2002

--The last format is a Per Capita listing that determines the dollars granted for each person residing in the county.  This report is also presented in Descending order with those counties awarded the most money per citizen listed first.

-----Descending Dollar Amount Per Capita Spending Fiscal Year 1998-1999:  July 1, 1998 to June 30, 1999

-----Descending Dollar Amount Per Capita Spending Fiscal Year 1999-2000:  July 1, 1999 to June 30, 2000

-----Descending Dollar Amount Per Capita Spending Fiscal Year 2000-2001:  July 1, 2001 to June 30, 2002

-----Descending Dollar Amount Per Capita Spending Fiscal Year 2001-2002:  July 1, 2002 to June 30, 2003

This Reports Section also contains Summary reports which compare one fiscal year to the next.  

-----Four Year Summary Fiscal Years 1999-2002;  Counties are listed in alphabetical order with appropriation amount, per capita figure and their ranking by per capita spending for that fiscal year.

-----Consistent Bottom 20 Counties Fiscal Years 1999-2002; This reports lists those counties which ranked in the bottom twenty counties for Per Capita Spending in each of the four Fiscal years.

-----Consistent Top 20 Counties Fiscal Years 1999-2002; This reports lists those counties which ranked in the top 20 for Per Capita Spending in each of the four fiscal years studied.
